The United World Council is the Terran Council that monitors and safeguards the galaxy. In Space Federation - Galactic Conquest, you start off in the year 10,000 AD, 500 years after the collapse of the United World Council.With no proper single governance, the control and governance of each colony were soon taken over by self-elected leaders on their respective colonies.
I don´t think that there is a way to make a custom galactic conquest, but I do know that the Battlefront II conversion pack has a 'fake console' that lets you use combat bonuses and other stuff. Go on filefront and look for the extended galactic conquest mod and follow the instructions in the readme, i hope this helps. Galactic conquest is the campaign meta-game add-on for gratuitous space battles. The campaign 'wraps-around' the battles, so they are no longer isolated clashes, but merely engagements in an ongoing galaxy-conquering campaign.
