Now, to test out if you have more/less speed than usual, all I can say is that you should go find some videos of Saints Row 2 being played on an Xbox. Then compare between Xbox and your own. This will surely not be so accurate, though, because of it being more about trial and error.To make it a lot more accurate, you could get in Saints Row 2 and play a race minigame or any minigame that has a timer. If the timer goes faster/slower than usual, you know what's going on.Perhaps the best way to test it is by using the Beta PowerTools Stopwatch feature. This will use an accurate Stopwatch to determine your speed and then automatically set the speed. (Though, like I said, it didn't work well for me).

So, as you already know thanks to this guide, there is no 'Only one solution' but a variety of it. I only know the 'GoTR' from 2013, it could be that there's a new major update and they removed it, it could be they still have it and maybe even use an improved one compared to the mentioned here, I ain't too sure, you have to check GoTR's notes yourself.Also, I was right, you can see that at around 2:40, FPS drops become more prominent and the hardware is incapable of keeping it a stable 60, wouldn't make much difference if this was on 1080p either.Still, considering all, especially how badly optimized and ported this game is, that's an IMMENSE improvement. Yep, the issue with PowerTools is the 'slow down' effect that it gives, it's not something you can fix.The game itself is incredibly badly optimized, even a beasty GPU like a 1080 won't top it 60 FPS, let alone have stable FPS.Your best bet is to just do the BIOS method, or at least the one where a Command line is needed.

Don't forget to remove PowerTools if you have done this method so.If you are still gonna give PowerTools a try, I recommend you set your FPS cap instead, set it from 60 to 50. Unless you're some super-geek who can't live with less than 120 FPS, you won't notice that much a difference.Might even go 'Original Gamer' and set it to 30, just like in the console ports.By the way, even a small framerate differences makes all the difference, it's not that extreme between 50 to 60, but 60 to 59 does give a slow down effect. After a month i'm back to it with some new considerations and perplexities. I changed my gpu from an old 5750 to a 1060 and in game I don't see any difference in FPS, the game still tanks sub 30 fps when i go in some interiors and it stay around 40 around the city, no matter what settings i change fps stay the same, min or all at max there's no difference.2nd thing is with powertools, I think I got the right speed done since I did the stopwatch test and timed it correcly getting around 1:42 to 1:43. Now the problem with powertools is that somehow it seems to depend on the fps saints row 2 is runnin at. If the game runs around 50-60 frames it seems to work fine but as soon as it gets to 30 40, it does seem to slow down the game so much, like your character is walkin in some jelly.

I have no idea what do do right now, i'm even considering playing this game speeded up at this point for the problems i wrote now.
